			<content:encoded><![CDATA[<p>Ecumenical Ministries of Oregon’s Portland International Community School (PICS) is enrolling students for the school’s 17th year of providing education programs for high school aged students (14 to 21) who are the children of immigrants or refugees.</p>
<p>An accredited school, PICS is one of several community-based schools under contract with Portland Public Schools. The school has partnered with Concordia University to strengthen its English as a Second Language curriculum this year and will feature master’s degree candidate interns as tutors. </p>
<p>Enrollment for the fall term will take place at the school (2728 NE 34th Ave., Portland, Ore.) starting Aug. 30, 2010. </p>

<p>Festival highlights include:<br />

·   Beer Garden: Featuring some of Portland’s many Microbreweries</p>
<p>The Street Fair will take place Saturday, August 21, 2010 on NE Alberta Street. Make your way to the Alberta Arts District for a day filled with local art, crafts, food, music and a parade! The Alberta Street Fair promises to be an event for the whole family to enjoy.</p>
<p>In addition to a variety of other family friendly activities, the Kids Corner will be located at the corner of 17th Avenue. Prior to the parade, which starts at 2pm, kids can stop by and transform their bikes into proper parade exhibits. Additionally, the Community Cycling Center will feature a station to “take a picture with your bike”.</p>
<p>The parade for the young and the young at heart will begin at the King School on the corner of NE Alberta &#038; 6th Avenue. Anyone can be in parade, to be a part of the line-up, please email <a href="mailto:kriss@kparnell.com">kriss@kparnell.com</a>.</p>
<p>Music stages will be set up at 11th Avenue (also the location of the beer garden), 21st Avenue and 30th Avenue. Stages will feature a wide variety of acts throughout the day.</p>
<p>Vendors will line Alberta Street, which will be closed to all traffic, between NE 10th &#038; NE 30th Avenues. 			<content:encoded><![CDATA[<p>The Portland International Airport Citizen Noise Advisory Committee will meet at the Port of Portland Headquarters in the Anchor Room (1st floor), from 6 p.m. to 8 p.m. on Thursday, August 12. CNAC meetings are open to the public and include time for public comment. Interested residents are encouraged to attend. For more information or directions to the meeting, please contact Debbie Bishop.<br />
Agenda topics include an overview of airport finance including how revenue is generated and spent at PDX, an update on the North Runway Extension Project, and a briefing on the progress of the working group exploring noise impact mitigation beyond the airport’s DNL 65 noise contour. The community is invited, and questions and comments are encouraged.</p>
<p>The PDX Citizen Noise Advisory Committee is the Port’s official forum for working with the community on issues related to aircraft noise. Committee representatives are from northwest Oregon and southwest Washington. Eleven members are appointed by various city and county jurisdictions, and four representatives are appointed by the Port in an effort to maintain geographic diversity on the committee. Technical assistance is provided by the Federal Aviation Administration and the Oregon Air National Guard.</p>

<p>Citizens interested in the quality of Portland’s urban forest are invited to attend Concordia’s first street tree inventory workshop! The workshop is part of the neighborhood’s effort to examine the count, type, size, and health of the local street trees. Once completed, the inventory will help create the Concordia Neighborhood Stewardship Plan, which will include findings of current conditions and recommendations for acheving neighborhood street tree goals. </p>
<p>All Portlanders are encouraged to take part in the inventory and consider their neighborhood’s interest in a future street tree inventory and Neighborhood Stewardship Plan.</p>

<p>The north runway at Portland International Airport (PDX) will temporarily close on Tuesday, August 3. The closure is scheduled to last approximately 2 months and is needed to complete work on the North Runway Extension (NREX) project which is part of a three-year runway rehabilitation program at PDX. Due to the closure, the crosswind and south runways will carry higher than normal volumes of air traffic until the north runway reopens this fall. Neighbors near the airport are likely to notice this change in aircraft operations, especially underneath the arrival and departure pattern for the crosswind runway.</p>

In an effort to provide the highest level of service, while maximizing limited resources, the Bureau of Development Services has created a pilot project for the summer that allows citizens to submit online complaints accompanied with a digital photograph of tall grass and weed violations at properties within the City of Portland.</p>
<p>Title 29 of Portland City Code requires the owner of any property to cut and remove, and keep cut and removed all weeds, and grass that are located in lawn areas and have a prevailing height of more than 10 inches. In October 2009, BDS was forced to prioritize various enforcement/complaint types in order to effectively process the most critical cases with reduced resources. Unfortunately, limited resources have not allowed BDS to respond to tall grass and weed complaints.</p>
<p>Even though tall grass and weed conditions have been deemed a lower priority, I do understand the importance of the outdoor maintenance regulations as they relate to increased vandalism, graffiti, and other conditions that can lead to neighborhood deterioration said Paul Scarlett, Bureau of Development Services Director. While BDS enforcement resources remain limited at this time, we are very excited to create this opportunity to allow citizens to partner with us to address tall grass and weed violations to improve the livability and safety of our community.</p>
<p>To participate in the pilot project and report a property with grass and weeds in excess of 10 inches high, citizens are encouraged to submit a complaint accompanied by a digital photograph online at: </p>

<p>Due to limited resources, complaints may only be submitted online and must be accompanied by a digital photograph of the reported violation.</p>
